H.F. Sinclair (New York Stock Exchange:DINO) agrees to pay a $35 million civil penalty and implement compliance measures at an estimated cost of $137 million to resolve alleged violations of the Clean Air Act and state laws at its Navajo oil refinery in New Mexico, the
